NLRHA hosting meeting and seeking public comments for Annual Plan including RAD and Section 18

Notice is hereby given that the North Little Rock Housing Authority (NLRHA) will hold a Public Hearing to solicit comments on the Annual Plan for fiscal year 2017 and the five year plan for fiscal years 2017-2021 to be submitted to the U.S. Department of Housing and Urban Development (HUD). 


The amended plan is available on January 13, 2017, which commences a 45-day comment period. The PHA Plan (Plan) has been amended to reflect NLRHA’s proposed plan for the submission of Section 18 Demolition/Disposition Applications for Willow House, Heritage House, and Campus Towers and proposed plan for RAD Conversion. 


The Plan has also been amended to reflect changes to the Section 9 Low-Income Public Housing Admissions and Continued Occupancy Policy (ACOP), the Section 8 Housing Choice Voucher Program Administrative Plan, the inclusion of a new Relocation Plan and the new Non-Smoking Policy for Public Housing. 


This submission has been developed by the staff of the housing authority in consultation with the Resident Advisory Committee over the past several months.  Interested citizens, residents of public housing, government officials and any others wishing to make comments or suggestions regarding the plan(s) may wish to attend a public hearing on these submissions, to be held at 10:00 A.M. until 11:00 A.M. on Wednesday, March 1, 2017, at the S.W. Bowker Community Room, 2503 Division Street, North Little Rock, Arkansas, 72114. 


Residents are encouraged to attend, and to bring any written comments or suggestions to the meeting for inclusion in the housing authority files concerning the program that will be summarized in the final submission to HUD.  Written comments may also be submitted the NLRHA office prior to the hearing. The deadline to submit comments is March 1, 2017.   


Copies of the amended plan with all proposed amendments are available for review during the 45-day comment period prior to the public hearing in the Central Office of the Housing Authority located at 628 West Broadway, Suite 100, North Little Rock, Arkansas. 72114 and in the Manager’s Office at each site during regular business hours, 8:00 am – 4:30 pm, Monday through Friday, with the exception of holidays. The address for each Manager’s Office will be posted on the website at  A copy of the Plan will also be available at the hearing.
